A program at the Department of Veterans Affairs is designed to provide stipends and other forms of support to caregivers of loved ones who have been severely injured in combat. But the V-A has been criticized for removing vets from the program for seemingly arbitrary reasons -- such as not showing "recovery" from permanent injuries or following their care plan to the letter.
