Having been called everything from “Trump's nemesis” to “the most influential environmental regulator of all time,” Nichols has both taken on automakers and collaborated with them. Environmentalists have cheered her moves to limit carbon emissions, while occasionally criticizing her for not doing enough for disadvantaged communities.
