created a state-mandated plan thatlooked ahead to the year 2035. The plan made certain assumptions and wascreated to optimize the city’s chance to thrive. That was before the annexationof Roseland, and before the fires of two years ago. Now, the process has begunagain, with planners looking ahead to the Santa Rosa of 2050.
