Although he didn’t mention it in his prepared remarks, John O’Hagan from the State Water Resources Control Board, told KRFCB he also was supportive of creating small, local reservoirs to hold frost protection water.

But vineyard manager Duff Bevil says the main roadblock in doing that is O’Hagan’s own agency.
