Maureen Grabowski, a psychologist with Kaiser in Petaluma, is also part of the bargaining team for the National Union of Healthcare Workers. She says their protracted contract talks have moved slowly and produced little.

  Clinical psychologist Mark Goldstein adds that the $4 million fine levied last fall by the state Department of Managed Health Care might have been expected to prompt improvements in access to mental health services for the HMO’s 7.3 million members. But he doesn’t see them.
