Supervisor Efren Carrillo will chair the Sonoma County board of Supervisors this year, the youngest person ever to hold that position. One of his first, highly visible public duties was the presentation of the annual State of the County address, delivered this morning at the Doubletree Hotel in Rohnert Park. After soberly acknowledging the death of the husband of supervisor Shiree Zane the night before, and collecting himself following a moment of silence, Supervisor Carrillo offered this thoughtful and hopeful assessment of the county's present state and its prospects in the year ahead and beyond.
